These buildings help the park function as:

- A training facility
- A community gathering place
- An eco-tourism destination
- A mission support center
Buildings should always support the mission, not distract from it.
The goal is usefulness, not unnecessary expansion.
Every structure should help create opportunity, organization, education, or hospitality.
